Violence, profanity bring concerns from 2 village trustees

MACHHESNEY PARK — Newly-seated trustees James Kidd and Aaron Wilson have publicly stated their concerns for residents on totally different issues.
For Kidd it’s the violent and illegal behavior that has occurred in District 3, which he represents, since July 18.
For Wilson, it’s profanity being loudly expressed by men working on a sanitary sewer project at Arvidson and Cameo drives, off Roosevelt Road.
He said that’s something homeowners should not have to put up with in their neighborhoods.
Both brought their concerns to the attention of the village board at the Aug. 5 meeting.
In a follow-up interview, Tristee Kidd said Aug 8 that on Aug. 7 Homeland Security removed 3,100 pounds of marijuana from an apartment building off Woodcreek Drive, across from his house.
That translates to a street value of $2.5 million, he said, adding the federal agency had been watching that particular apartment for the past three weeks.
“With Homeland Security involved, that tells me there’s a lot more to it,” he said.
In addition, he said there had been two drive-by shootings in the past 14 days, at the apartment complex at the end of Minns Drive, with a girl being hit by a car, also on Minns.
He said the village is paying about $3 million for law enforcement services. “I would expect police to be more proactive than reactive,” he said.
Minns residents would like speed humps put in to slow speeders, he said.
They did get a response from Village Administrator Tim Savage, who told them speed humps weren’t warranted and if they were installed, they would impede snow plowing, the trustee said. “I’m sure those bricks on Roosevelt (Road) hamper snow plowing as well,” he said.
Kidd said he personally has watched traffic on Minns and that many are driving too fast in that residential neighborhood.
“This has been a concern of at least nine people since the kid was hit by a car,” he said. “I don’t care what the study showed; that was three years ago and this is now. This is a reasonable request and it’s what people feel is necessary. They live there; they should know.”
Mayor Jerry Bolin said Aug. 7 that he was aware of the shooting incident on Minns Drive. There was a party going on, there were people in the street and some shooting in the air, he related. Sheriff’s deputies did interview people, but he said no arrests were made.
Meanwhile, he said Public Safety Coordinator Rocco Wagner has assigned additional patrol in that area. In addition, deputies are going door-to-door, introducing themselves and telling residents to call if there are any problems.
Profanity at job site
Trustee Wilson said profanity was exchanged during a disagreement among employees of Rock River Water Reclamation District and an unidentified contractor.
“Neighbors called me,” he said after the board meeting, adding that he was aware of the situation “because I drive my district extensively.” He added that he believed the animosity “slowed the process” of the job.
While there can be headaches with any project, he said, “Residents were beside themselves” because of the foul language used during the conversation.
Village Trustee Tom Yoe said during the meeting that he agreed with Wilson. “We need to make them aware of the concerns,” he said. “We don’t want a contractor to offend neighbors with language. This is a legitimate concern.”
Dana Carroll, engineering manager for Rock River, said he had been told about the incident, but that the report was second hand.
His understanding was that the argument was between a village engineer and an employee of the contractor. “We weren’t out there,” he added.
Mayor Bolin said there had been discussion among staff about the incident. He said Village Engineer Chris Dopkins personally would be looking into the matter.
Bolin said a small part of the work had to be redone.
During the meeting Wilson said just because a particular company submits the lowest bid doesn’t necessarily mean it would do the best job.
Later, he voted against awarding a $133,638.25 contract to Northern Illinois Service Company for improvements to the Illinois 251 service drive near the Machesney Towne Center.
The bids were extremely close, with the runner-up submitting a quote of $131, 938.
“It’s not necessary to go with the low bid,” he said afterward. “I think we really need to look at how they’ve done in the past.”
Engineer Dopkins said in a memorandum to the board that he found Northern Illinois Service Company to be “the lowest responsive, responsible bidder …” In all, there were four bids, with the remaining two for $166,025.25 and $185,057.51. The engineer’s cost estimate for the project was $133,998.
Work is to begin in mid-August and be completed by Oct. 18.
